The purpose of this report is to understand how selected resilience programs unfold (within their own physical, financial, social and emotional constraints), gather lessons learned and expand the body of knowledge around post-program resilience.
Drawing on surveys and semi-structured interviews with bylaw officers, our analysis demonstrates that bylaw officers have been called upon to manage a “crisis of complaints” related to the increasing visibility of homelessness across Ontario.
