CHIA Vic submission – Homes Victoria 10‑Year Strategy for Social and Affordable Housing Discussion Paper
The paper presents a range of community housing models.
The new Scottish Housing Plan has prioritised homes for living in, not for accumulating wealth, and they have committed to take action so that the housing market operates fairly across Scotland, providing housing options that are affordable and offer choices in all communities.
Such a guiding principle should underpin the State Government’s advocacy with the Commonwealth on negative gearing and capital gains tax, and influence state policy on short term lets such as Airbnb.
Improving housing affordability is a major policy challenge for all Australian governments.
In 2018 CHIA developed a National Plan for Affordable Housing and identified the different areas of responsibility for the Commonwealth and State Governments.
The former needs to show leadership in:
• policy by developing a long-term national housing plan
• funding via reform to CRA; and negative gearing and capital gains tax with the savings redirected to growth
• regulation by introducing a truly national regulatory system
• financing through NHFIC
